  • NW/25/00262: Barn, Allens Hill, Barn conversion

The Parish Council has sent the following in a letter to NNC:

The Parish Council have two serious concerns regarding this application.  First that we did not receive a notification for the application and second that we believe that incorrect information was supplied with the application which was important in the decision to grant prior approval.  As a result, we are concerned that the application might not have qualified to be granted prior approval under the legislation that was used.

The Parish Council only discovered that the application had been submitted during the monthly search of the planning database that we perform while preparing our planning report.  It is not uncommon for this to show applications that are in their early stages and so we assumed that we would be notified in due course.  Nevertheless, we discussed the application and submitted a response.  We were shocked to find a month later that the application had been granted even before our response had arrived.

Our response highlighted concerns with the application including the fact that the supporting statement of the application incorrectly states that “the agricultural building falls within the village boundary” whereas it is sited in a field that lies outside the village development boundary as shown below in an extract from the map in the Wellingborough Local Plan (Part 2).  The agricultural building is highlighted in blue which is outside the red line of the village boundary.

The letter has been acknowledged and we are awaiting a response.

  • NW/25/00369: Highways approval, Ahern Close junction

A noise report and the proposed layout for the highways changes for Ahern Close.  The noise report for the air source heat pump shows acceptable noise in the daytime and 1dB above background if it is left if it is left running overnight when the hall should not be in use. The highways changes (below) include provision of a pedestrian refuge and footpath up to the bus stop.
