    1. To consider adopting a bleed kit provided by Bozeat W.I. and agreeing to replace any contents used.
    2. To consider purchasing and installing a bleed kit at the Playing Field, subject to the agreement of BPFA.

  1. Provision of lockable bollard on Court Lane – to consider the purchase and installation of a lockable bollard on Court Lane to prevent vehicular access.

PRESENT: – Cllrs Skittrall [Chairman]; Brown; Docker; Duckles; Foward; Gibbins; Pollard; Pritchard and Steel.

PUBLIC: – There were three members of the public present at the meeting.

MATTERS RAISED BY THE PUBLIC: –

  • Request for the inclusion of facilities at the new village hall for potential future use by Bozeat Players.
  • Request for information about the LAP.
  • Question about a Neighbourhood Plan for Bozeat.

 

  1. Election of Chairman.

Cllr Skittrall was nominated to serve a further year as Chairman of Bozeat Parish Council by Cllr Foward, this was seconded by Cllr Pollard.  There being no further nominations, a vote was taken = unanimously agreed.

It was resolved to accept apologies for absence received from Cllr Cooke.

  1. Election of Vice-Chairman.

Cllr Duckles was nominated to serve as Vice-Chairman of Bozeat Parish Council for the coming year by Cllr Skittrall, this was seconded by Cllr Gibbins.  There being no further nominations, a vote was taken = 8 for with 1 against, motion carried.

  1. Review of roles and responsibilities.

Cllr Skittrall proposed that the following amendments be made to the list of roles and responsibilities: –

  • Cemetery Representative – amend to Cllrs Docker and Steel with Cllr Steel being the Spokesperson.
  • Emergency Plan Working Party – add Cllr Steel and remove the Raynet representative.
  • Finance Working Party – add Cllr Gibbins.
  • Speed Sign Working Party – add Cllr Gibbins.
  • Remove the Village Enhancement Group.
  • Village Hall Working Party – to comprise Cllrs Cooke; Duckles; Gibbins; and Skittrall with Terry Lyall.

  • Remove the Trustees of Town Well as the trust has been de-listed.

The proposal was seconded by Cllr Docker and agreed.

  1. New declarations of interest.
  • Cllr Duckles noted that he is now a governor of Bozeat Primary School.

The minutes from the meeting of Bozeat Parish Council held on 22nd April 2024 were proposed as correct by Cllr Brown, this was seconded by Cllr Docker and a vote was taken = 7 for with 2 abstentions, motion carried.

  1. Matters arising: –
  2. Circulating documents – noted that one pack is currently circulating.
  3. Training – it was resolved that the Clerk should attend a training course on casual vacancies and co-option procedures, costing £10 + VAT.
  4. Doctor’s surgery – it was noted that a second letter has been sent to Gen Kitchen M.P, no reply received. The issue has been raised at a LAP meeting and it was agreed to chase up progress.  Cllr Steel reported that she had joined the practice’s patient liaison group. 
  • Santa Pod questionnaires and contact forms – noted that Mr Saunders from Santa Pod Raceway had been expected to attend this meeting but was not present, it was resolved to reschedule the meeting for next month. It was noted that signs had been put up recently.
  1. IT and Website – no issues reported. Cllr Duckles to check access to the website using different web browsers.
  2. Emergency Plan review – noted that work is ongoing.
  3. Commemorative nameplates – it was resolved to contact the families and ask for comments on the proposed wording of the nameplates.
  4. Signs for the Village Produce Show – a representative from the show will be contacting us soon.
  5. Casual vacancy – it was reported that no election has been called so the co-option policy and procedure can now be implemented. The vacancy has been advertised in the June issue of Bozeat Matters and applications invited.

  1. Council services.
  2. Cemetery – a general report was received, and it was suggested that tree planting in the Green Burial area be less formal in the future.
  3. Cemetery – outstanding maintenance works [extension to the Garden of Remembrance – reported that work to provide the outline of the area has been completed, details now need to be resolved; additional access to the car park – noted that the contractor has been instructed].
  4. Cemetery – to consider repairs to the surface of the access lane.

Allotments – a general report was received.  An inspection of one plot had been carried out following receipt of a complaint and it was resolved to send a letter to the tenants asking them to clear weeds from the boundary.  A formal request for permission to erect a polytunnel was received and discussed, it was resolved to give permission, subject to the agreement of the Allotments Manager.  A request to include the allotments in an Open Gardens event in July was discussed and it was

  1. resolved not to take part.
  2. Allotments – to receive an update on maintenance works [replacement plan for noticeboard – reported that this is ready to be installed].

  1. Local environment.
  2. Highways – a report was received and accepted. The installation of the VAS system has been scheduled for September 2024.  It was agreed to ask the school for input as to the timings set for the system.  Potholes on Harrold Road have been repaired.  Microresurfacing repairs are to be requested, yellow lines not yet installed, drain on London Road is blocked again.
  3. Street Lights – no issues were reported.
  4. Parish Paths Warden/Rights of Way – it was noted that the pedestrian crossing signs on the A509 have been cleared. A report that TA10 was blocked by dumped vegetation had been submitted to NNC however the footpath has been redesignated as highway so it is not possible to select the rights of way area of FixMyStreet to report problems.  The Chairman has contacted NNC to ask for TA10 to again be designated as a public right of way.
  5. Village Warden – no report this month.
  6. St Mary’s Road – project to reduce dog fouling on the wide verge. Cllr Duckles reported that the signs he has produced will be placed in the area.
  7. Village Green – renewal of the energy agreement with e-on Next for the electrical cabinet – the Clerk to investigate options.

  1. Planning.
  2. Current/new planning applications – Cllr Skittrall proposed that his report [Appendix A] be accepted, this was seconded by Cllr Foward and agreed. Items listed on the report were discussed and it was noted that parking standards listed on NNC’s website appear to be out of date.
  3. Solar Farm proposals – the Chairman reported that he is attending meetings of an action group as a representative of CPRE.

  1. Representatives’ reports.
  2. Bozeat Playing Field Association – a report was received. It was noted that the first cricket match has been played at the field and the MUGA was cleaned today.  There have been a couple of incidences of vandalism in recent weeks.  The outdoor gym is being used regularly.  Funding for the project to extend and resurface the car park may be available via S106 agreements.
  3. Bozeat Primary School – Cllr Duckles reported that he has had a meeting with the Headteacher, there are issues with drainage at the car park, which required funding. Attainment levels are improving.
  4. Police Liaison – a report was received.
  5. Public transport – the Bus Service Improvement Plan Survey did not cover either the W8 or Village Hopper services.
  6. NNC parish and ward meetings – no meetings held recently.
  • BEES Group – it was resolved to approve the purchase of plants costing £570 + VAT. It was reported that the group are to organise children’s activities at the Summer Fete.
  1. LAP meetings – it was agreed to circulate slides from meetings, when received.

  1. Village Hall Working Party.

It was noted that the Working Party had met earlier today and a report will be prepared.  The group have agreed to meet twice a month and will seek input from groups most likely to use the new hall.  Cllr Duckles noted that Cllr Brown’s knowledge of the design of community buildings would make him a useful member of the working party, Cllr Skittrall noted that Cllr Brown’s input would be useful.  It was noted that the dimensions of the hall had been agreed between the developer and planning authority and cannot be changed.  The internal dimensions of the main hall are to be 18m x 10m and an updated copy of the detailed plans were requested some time ago.  The Chairman noted that matters are moving along quickly now. 

  1. Bleed kit/s and contents.
    1. Adoption of a bleed kit provided by Bozeat W.I. and agreement to replace any contents used. Cllr Pritchard proposed that Bozeat Parish Council adopts the bleed kit being provided by Bozeat W.I. for community use and agreed to replace any contents as and when required.  This was seconded by Cllr Foward and agreed.
    2. Purchase and installing of a bleed kit at the Playing Field. It was proposed by Cllr Pritchard, seconded by Cllr Forward that a further bleed kit be purchased and installed at Bozeat Playing Field, subject to the agreement of BPFA. This was agreed.  It was noted that this will need to be added to the council’s insurance policy and subject to the annual risk assessment.

  1. Provision of lockable bollard on Court Lane.

It was reported that all North Northants Council representatives are supportive of the potential provision of a lockable bollard to prevent unauthorised vehicular access to Court Lane from Allens Hill.  It was noted that the grassed area is unregistered land.  It was resolved to obtain a quote for the supply and installation of a bollard from R & G.

  1. Crimes – no crimes had been reported locally since the last meeting however there appears to be an upsurge in the number of crimes reported in the Olney and Milton Keynes areas.

  1. Local events.
    1. 17-19th May 2024 – Annual Waendel Walk – it was noted that two marshals are needed from 10am as this is when the bulk of walkers arrive at the checkpoint. The first person arrived before the checkpoint was set up at 9am and it was resolved to have the checkpoint ready at 8:30am next year.  The use of bottled water at checkpoints was not supported.  It was agreed to send letters of thanks to the helpers at St Mary’s Church and also the Bellringers.
    2. 6th June 2024 – 80th anniversary of D-Day – Cllr Skittrall had obtained a copy of the national guidance for events to commemorate this anniversary. It was noted that beacons are to be lit at 9.15pm so the event will begin at 9pm.  Cllr Gibbins reported that he had collected the beacon and checked the PA system.  Cllr Gibbins will produce a risk assessment for the event and purchase 2 union flags and a small gas bottle.  It was noted that a special, 80th D-Day anniversary flag would cost around £50 and only be used once, so it was agreed to fly a union flag instead.  Cllr Skittrall

will read the prescribed wording at the event.  It was noted that the church bellringers will be practising until 9pm on that evening.  It was suggested that the Red Lion be invited to participate.

  1. 14th July 2024 – Summer Fete at the Playing Field, to incorporate a Meet the Village event. Cllr Gibbins reported that the working party had met recently and arrangements are moving along.  It has not been possible to obtain any inflatables to date. 
  2. 17th August 2024 – Annual Produce Show – the Chairman reported that he is to present the Parish Council cup this year.
  3. 30th November 2024 – it was agreed to switch on the Christmas Tree lights on 30th November and to invite the Bozeat School handbell ringers to take part.
  4. 16th December 2024 – 80th anniversary of the death of Lt John Ahern – commemorative event. The Clerk reported that she would create an order of service for this event.  It had proved difficult to locate the relics from the crash site and find contact details for family members but investigations continue. 

  1. Payments – Cllr Skittrall proposed that a report [Appendix B] and the payments listed on it be approved, this was seconded by Cllr Foward and agreed.
  2. Credit/Debit card – it was noted that the debit card has been received and agreed to include any transactions on the monthly Finance Report.
  3. Audit of 2023-2024 accounts – it was proposed by Cllr Gibbins, seconded by Cllr Docker and agreed that the Annual Governance Statement be completed.
  4. Audit of 2023-2024 accounts – Cllr Foward proposed that the Accounting Statements presented be approved, this was seconded by Cllr Gibbins and agreed.
  5. Audit of 2023-2024 accounts – Cllr Pritchard proposed that the Internal Auditor’s report be accepted, this was seconded by Cllr Duckles and agreed.
  6. Insurance policy – Cllr Gibbins proposed that Bozeat Parish Council enters into a further multi-year agreement with Zurich Municipal, this was seconded by Cllr Pritchard and agreed.
