A MEETING OF BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 20th MARCH 2023, FOLLOWING THE ANNUAL PARISH MEETING FOR BOZEAT AT 7pm AND THEN PUBLIC PARTICIPATION. 

THIS MEETING WILL BE HELD AT TLC, DYCHURCH LANE, BOZEAT.

  1. To approve the minutes from the meeting of Bozeat Parish Council held on 20th February 2023.

  11. Defibrillator cabinet – to approve expenditure involved in replacing the faulty cabinet [£425].

  1. Santa Pod traffic issues – to agree a list of demands to be sent to Santa Pod Raceway.

    1. Portable PA system for use at small public events.
    2. 6/7th May 2023 – Coronation of HM King Charles III – to consider holding a public event to mark this.
    3. 12-14th May 2023 – Waendel Walk – to note that St Mary’s Church will be a checkpoint on Saturday, 13th May and to organise a rota for card stamping duties.
    4. 6th June 2023 – 80th anniversary of D-Day – to consider taking part in the national Beacon event.
    5. 15th July 2023 – Annual Summer Fete – to receive a report from the working party.

  2. Payments – to receive a report and to approve payments to be made this month.
  3. VDS equipment – to consider budget virements to provide funds for this project.
  4. Budgets – to consider applications for capital project funding from Bozeat Playing Field Association.

A MEETING OF BOZEAT PARISH COUNCIL WAS HELD ON MONDAY, 20th MARCH 2023, FOLLOWING THE ANNUAL PARISH MEETING FOR BOZEAT AT 7pm AND THEN PUBLIC PARTICIPATION.  THE MEETING WAS HELD AT TLC, DYCHURCH LANE, BOZEAT.

 

PRESENT: – Cllrs Skittrall [Chairman]; Brown; Cooke; Duckles; Gibbins; Morris; Pollard and Pritchard.

 

PUBLIC: – No members of the public were present at the meeting.

 

It was resolved to accept apologies for absence received from Cllrs Docker, Dudley-Smith and Foward.

  1. Declarations of interest.

No new declarations of interest were received.

 

The minutes from the meeting of Bozeat Parish Council held on 20th February 2023 were proposed as correct by Cllr Pritchard, this was seconded by Cllr Cooke and a vote was taken – 7 for with 1 abstention, motion carried.

 

  1. Matters arising.
  2. Revision of Policies/Guidelines etc – noted this is pending.
  3. Amendments to insurance cover – letter received from Zurich Insurance recommending revaluation of any buildings covered. It was noted that the cemetery lodge was revalued for insurance purposes within the last 2 years.
  4. Circulating documents – noted that no packs are currently circulating.
  5. Website migration – the Clerk and Chairman provided a progress report.
  6. Training – no courses have been requested recently.
  7. Play area inspection – Cllr Gibbins reported that the repairs required to a chain should have been completed by today and he will chase this up. An inspection of the play area will be carried out before the next meeting.
  8. Parish Council logo – Cllr Brown and the Clerk to meet to install the new logo, noted this will also need to be uploaded onto the new website.
  9. Village Risk Assessments – Cllr Morris reported that he had reviewed the templates and schedule and had now passed them onto a senior risk engineer to review.
  10. North Northants Council Electoral Review – it was noted that there is nothing further the parish council can do to influence this review and agreed to remove it from the agenda.
  11. Skate ramp – Cllr Gibbins reported that he had met on site with the contractor and the screws reported as missing were inserted. A quote of £1800 for repairs had been received, noted that this includes work to repair the side panel. Cllr Pritchard proposed that the quote be accepted, this was agreed.
  12. Skills audit – agreed that members be reminded to provide this information.
  13. List of council achievements – Cllrs Cooke and Skittrall to liaise in order to produce a full list.
  14. Doctor’s surgery – reply to our letter received from Peter Bone MP.

 

  1. Council services.
  2. Cemetery – general report. Commonwealth War Graves Commission has requested permission to install signs indicating the presence of a war memorial in the cemetery.  Agreed to give permission, Cllr Brown to investigate the details of design and positioning etc.
  3. Cemetery – noted that one application for permission to install a new cremation tablet in the

cemetery had been approved since the last meeting.

  1. Cemetery – outstanding maintenance works [extension to Garden of Remembrance]. Resolved to check the progress of this.
  2. Allotments – it was reported that the apple tree has now been removed and the odd job form to clear the plot issued. It was noted that a resident in Bull Close has an access gate into the allotments and it was resolved to check whether the plot affected is being rented to the resident.  Cllr Duckles asked when the water would be turned back on, the Clerk to email the Allotments Manager.  One of the gate posts on the Fullwell Road entrance has been noted as rotten and it was agreed that Cllrs Brown and Skittrall should inspect this.
  3. Allotments – outstanding maintenance works [replacement noticeboards].

 

  1. Local environment.
  2. Highways – a report was noted and items discussed.
  3. Street lights – it was reported that a light on Queen Street, removed during repairs to a substantial water leak some months ago, has not been replaced, agreed to chase this up.
  • Parish Paths Warden/Rights of Way – most paths are very muddy at present but no other issues noted. The Clerk reported a fridge/freezer on TA22, to be reported as fly tipping, Cllr Morris noted the increase in fly tipping around the area over recent months.
  1. Village Warden – the monthly report was noted.
  2. Village Green – Cllr Skittrall proposed that this item be discussed with the press and public excluded and this was agreed. A reply was agreed and the discussion then moved out of confidential.
  3. BEES Group – Cllr Morris reported that the group had met recently, snowdrops have been transplanted and wildflower seeds sown on Court Lane. Cllr Gibbins reported that the verge mowing contractor had been informed that Court Lane and the junction of Harrold Road and Allens Hill are not to be mown.  Agreed to produce signs for both areas.
  4. Litter bin outside the village shop – it was noted that the bin is emptied twice a week and the problem of overflowing seems to have abated. Resolved to retain this item on the agenda for a further month to monitor the situation.
  5. St Mary’s Road verge – transfer of ownership of the wide verge at the junction of St Mary’s Road and London Road to Bozeat Parish Council. It was resolved that a follow-up email be sent requesting that North Northants Council resume management of the area and plant it for the benefit of bees and also to request dog mess signs.
  6. Verge mowing – to note any revisions to the mowing map/schedule.
  7. Defibrillator cabinet – it was resolved to approve the cost of £425 required to replace a faulty cabinet containing the defibrillator outside Sinclair Fabrics.

 

    1. Current/new planning applications – Cllr Skittrall proposed that a report [Appendix A] be accepted and this was agreed. Two additional applications have been received since the report was circulated.  An application for change of use from business to residential was discussed, concerns were raised about the loss of another business premises, lack of parking provision, bin storage and proximity to the takeaway business.  Cllr Skittrall reported that he had attended a North Northants Council Planning Service briefing and was concerned about proposals to remove parish councils right to request committee decisions for applications.

 

  1. Representatives reports.
  2. Bozeat Playing Field Association – Cllrs Cooke and Skittrall reported that the project to extend and resurface the car park could become part of a much bigger project.
  3. Bozeat Primary School – noted that FOBS is organising a fundraising event in at the Playing Field.

  1. JAG and Police Liaison meetings – Cllr Skittrall had attended the last JAG meeting, Cllr Gibbins reported that the next PLR meeting will be in a couple of weeks.
  2. Public transport – a request that voluntary contributions be shown on the Village Hopper accounts had been sent to Cogenhoe & Whiston PC. No issues were reported with services.
  3. NNC parish and ward meetings – no meetings are currently planned.

 

  1. Santa Pod traffic issues.

A copy of the Santa Pod year plan was made available to view, noting 4 major events planned for the coming season.

Cllr Skittrall reported that Peter Bone MP had responded quickly to his request for action and officers from Highways had visited Bozeat last Friday to meet with Cllr Skittrall and discuss the problems being experienced.  A request for the provision of signs and implement traffic calming measures was not accepted by the officers.  It was resolved to contact Peter Bone MP again to report the unsatisfactory outcome of the meeting, copying in the Leader of North Northants Council, and to set up a working party to look at what can be done.  Agreed that the working party comprises Cllrs Brown, Duckles, Morris and Skittrall.

It was noted that it will not be possible to prevent traffic from coming through Bozeat and that Irchester and Wollaston Parish Councils don’t feel the traffic is a problem.  Cllr Brown to resolve the software issues preventing the retrieval of data from the speed monitor.

 

  1. Crimes – two crimes in Irchester were reported since the last meeting. It was noted that the speed monitoring van was in the village at 10am on Wednesday morning.

 

  1. Local events.
    1. Portable PA system for use at small public events – Cllr Cooke proposed that the speakers and stands, costing £290 be purchased, this was seconded by Cllr Duckles and agreed.
    2. 6/7th May 2023 – Coronation of HM King Charles III – the working party is Cllrs Docker, Duckles and Skittrall. Cllr Skittrall reported that he is not happy to take on the events manager role for this event.  Discussion on the feasibility of producing an event in time and the logistics involved followed.  It was agreed that the road closure notice obtained not be activated.  No member of the council felt able to take on the organisation of an event and it was regretfully resolved to cancel the Family Picnic on 7th
    3. 12-14th May 2023 – Waendel Walk – the Clerk to produce a rota ready for the next meeting.
    4. 6th June 2023 – 80th anniversary of D-Day – Cllr Skittrall reported that he is happy to act as lead for this event.
    5. 15th July 2023 – Annual Summer Fete – reported that arrangements for this event are underway and the working party has it in hand.

 

  1. Payments – Cllr Skittrall proposed that a report [Appendix B] and the payments listed on it be approved. This was seconded by Cllr Morris and agreed.
  2. VDS equipment – it was resolved to transfer funds from the cemetery extension budget to cover the costs incurred in purchasing the VDS equipment.
  3. Budgets – applications for capital project funding from Bozeat Playing Field Association. A list of potential projects was noted, as received and it was resolved to add the provision of benches to the agenda for the next meeting.
