A MEETING OF BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 17th JULY 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm. 

THIS MEETING WILL BE HELD AT TLC, DYCHURCH LANE, BOZEAT.

  1. To approve the minutes from the meeting of Bozeat Parish Council held on 19th June 2023.
  1. Matters arising from the previous meeting/s: –
  • Amendments to insurance cover.
  • Circulating documents – to note the progress of any packs that are circulating.
  • Training – to agree any training courses requested by members of the council and receive reports on any attended.
  • Play area inspection report.
  • Village Risk Assessments – review of templates/schedule.

  • Bozeat Playing Field Association – to approve expenditure of £180 for the emergency treatment of wasps nests in the play area.

  1. Santa Pod traffic issues – to approve the production and distribution of questionnaires.
  1. MUGA Maintenance Schedule/Contract – to agree a maintenance schedule and contract for the Multi-Use Games Apparatus [£675 pa for a 5-year contract] and approve urgent expenditure to clean the surface.
  1. NNC Consultation – PSPO Dog Control Orders.
  1. IT and Website.
    • Website migration – to discuss any outstanding items.
    • Purchase of a mobile phone for council use.
    • Disposal of redundant laptop.
  2. Police – to receive reports.
  • Crimes – to note any crimes that are notified to the council.
  1. Local Events.
    • 15th July 2023 – Annual Summer Fete – to receive a report.
    • 2nd December 2023 – Christmas Tree Lights– to agree details for this event.
  1. Finance
  • Payments – to receive a report and to approve payments to be made this month.
  • Audit of 2022-2023 accounts.
  1. Correspondence – to acknowledge receipt of correspondence received since the last meeting.

A MEETING OF BOZEAT PARISH COUNCIL WAS HELD ON MONDAY, 17th JULY 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm.  THE MEETING WAS HELD AT TLC, DYCHURCH LANE, BOZEAT.

PRESENT: – Cllrs Skittrall [Chairman]; Cooke; Docker; Duckles; Foward; Gibbins; Pollard; Pritchard and Steel.

PUBLIC: – No members of the public were present at the meeting.

 

It was resolved to accept for absence received from Cllrs Brown and Morris.

  1. Declarations of interest.

Cllrs Gibbins and Skittrall declared pecuniary interests in agenda item 15a.

The minutes from the meeting of Bozeat Parish Council held on 19thJune2023 were proposed as correct by Cllr Pritchard, this was seconded by Cllr Gibbins and a vote was taken = 6 for with 3 abstentions, motion carried.

  1. Matters Arising.
  • Amendments to insurance cover – resolved to defer this until the next meeting.
  • Circulating documents – noted that one pack is currently circulating.
  • Training – it was noted that Cllr Steel will attend an Off To A Flying Start course soon.
  • Play area inspection report – Cllr Gibbins reported that the only outstanding issues are cosmetic and there are no safety concerns, it was resolved to remove this from the agenda.
  • Village Risk Assessments – review of templates/schedule – resolved to defer this until the next meeting.
  • Skills audit – reminders to be sent to members of the council who have yet to provide their list.
  • List of council achievements – the Clerk presented two versions of the full list of achievements and it was resolved to present the list by year so it can be added to on an annual basis.
  • Doctor’s surgery – issues with access to services – it was noted that no reply has been received to our latest letter.
  • List of Roles and Responsibilities – it was resolved to add Cllr Gibbins and Terry Lyall to the Speed Sign Working Party as they manage recharging and replacing the batteries as well as moving the sign.
  • Housing Needs Survey – noted that North Northants Council hasn’t responded to our email asking if they were aware of the survey. The deadline for replies has now passed and it was resolved to remove this item from the agenda.
  1. Council Services.
  • Cemetery – general report – Cllr Docker reported that the cemetery is looking good and no complaints have been received recently about the grass cutting. The flower beds on section A are looking unkempt but the BEES Group are looking to see if they would take them over and manage them for wildflowers.  Memorial inspections have been completed on sections B and C and section A will be inspected later this

summer.  A key safe has been installed in the cemetery lodge office and keys for council property will be kept inside.

  • Cemetery – to receive an update on any outstanding maintenance works [extension to Garden of Remembrance].
  • Allotments – general report – Cllr Pollard presented his report and it was resolved to obtain signs for both entrance gates stating No Dogs Allowed, tenants to be advised that dogs may not be brought to the allotments when the next newsletter is sent out. It was further resolved to send a letter demanding that domestic rubbish left on a plot be removed immediately.
  • Allotments – to receive an update on maintenance works [replacement noticeboard/replacement gate post/boot scrapers] – it was resolved to monitor the use of the boot scrapers.
  1. Local Environment.
  • Highways – Cllr Foward presented his report and provided an update on items included. St Mary’s Road is now to be resurfaced in August and all residents affected will receive a letter. The pavement in Abbey Close is to be repaired.  It was noted that the No Cycling sign which had been removed from Court Lane has been put back but may not be in the approved location.  A request for a speed limit on Hope Street was noted but it was considered unlikely that a reduced limit of 20mph would be approved.
  • Street Lights – it was resolved to report a light on during the day at the junction of St Mary’s Road and Fir Tree Grove.
  • Parish Paths Warden/Rights of Way – it was noted that TA10 has been removed from the Definitive Map and is now classified as highway. The Chairman has contacted North Northants Council and sent photos to prove that this is a right of way. It was noted that the path has been cleared and is now passable again.
  • Village Warden – no report received this month.
  • BEES Group – it was resolved to accept a report and it was noted that the wildflower areas are growing well now. Some work will be done to cut back the area at the top of Mile Street to help accessibility.
  • St Mary’s Road – wide verge – it was agreed to submit a Street Doctor report asking for the trees to be cut back as they are overhanging the pavement.
  • Verge mowing – it was noted that some areas on the St Mary’s Road estate have not been cut, a pile of sand abandoned on the verge is an issue, Cllr Foward to report this to Highways as it may have been left by Gigaclear when cabling work was done.
  • Current/new planning applications – Cllr Skittrall proposed that his report [Appendix A] be accepted, this was seconded by Cllr Foward and agreed. The application relating to Dungee Corner and a planning enforcement request were discussed.
  1. Representatives Reports.
  • Bozeat Playing Field Association – Cllr Gibbins presented a report and noted an issue with wasps’ nests in the play area. Cllr Skittrall proposed that the cost of £180 to treat the wasps’ nests be approved, this was seconded by Cllr Docker and agreed.
  • Bozeat Primary School–Cllr Duckles presented a report and it was noted that it is good to establish a connection with our village school.

  • Police Liaison – it was noted that Cllr Steel has taken over the role of representative.
  • Public transport – Cllr Pollard reported that services are running well and no issues have been reported.
  • NNC parish and ward meetings – noted that a ward meeting has been organised for Wednesday 19th July in Bozeat. Cllr Skittrall and the Clerk to attend, Cllr Foward to attend in place of Cllr Gibbins.
  • New village hall – the working party to meet to begin work on a business plan.
  1. Santa Pod traffic issues.

Cllr Skittrall presented a draft questionnaire for consideration.  Concern was raised over control of the questionnaires and it was resolved to mark the forms so any duplicates can be identified.  It was further resolved to add a contact questionnaire to the forms so the council can get information to any responders who do not use the Facebook pages.  The contact questionnaire will be circulated for comment.

  1. MUGA Maintenance Schedule/Contract.

Cllr Gibbins outlined two quotes received for the annual maintenance of the MUGA and noted that a third quote for the annual maintenance of the MUGA had also been received.  Cllr Gibbins proposed that a quote from ETC of £675 per year be accepted, this was seconded by Cllr Pritchard and agreed.

  1. NNC Consultation – PSPO Dog Control Orders.

The Clerk reported that North Northants Council are currently holding a consultation on Dog Control Orders in the area and have included the Cemetery and Village Green but not the Churchyard or Playing Field.  It was resolved to request that the Churchyard be included, the Playing Field Committee to decide if they wish the field to be included and for the council to support their decision.

  1. IT and Website.
    • Website migration – outstanding items – new council logo needs adding to all pages; the list of WW2 servicemen who were killed. The Clerk reported that she routinely updates the site after each meeting so it can easily be published once the outstanding items have been completed.
    • Purchase of a mobile phone for council use – agreed to defer this until the next meeting.
    • Disposal of redundant laptop – Cllr Gibbins proposed that the old laptop be sold to the Clerk for £1, this was seconded by Cllr Pritchard and agreed. Cllr Duckles to clear the laptop and return it to factory settings.
  • Crimes – crimes in Wollaston and Little Irchester were noted. The PCSO had indicated that she would speak to youngsters who have been gathering in Fish Alley about their behaviour.
  1. Local Events.
    • 15th July 2023 – Annual Summer Fete – it was noted that the fete was postponed at the last minute due to adverse weather. The Working Party will meet tomorrow to consider if an alternative date this summer is feasible.
    • 2nd December 2023 – Christmas Tree Lights– agreed to defer this item.

  • Payments – Cllr Foward proposed that a report [Appendix B] and the payments listed on it be approved. This was seconded by Cllr Duckles and agreed.
  • Audit of 2022-2023 accounts – the Clerk reported that the External Auditors had confirmed receipt of the AGAR.

It was resolved to acknowledge receipt of correspondence received since the last meeting.
