A MEETING OF BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 15th JANUARY 2024, FOLLOWING PUBLIC PARTICIPATION AT 7pm. 

THIS MEETING WILL BE HELD AT TLC, DYCHURCH LANE, BOZEAT.

  1. To consider accepting apologies for absence.
  2. To record any new declarations of interest from members in items to be discussed.

 

  1. To approve the minutes from the meeting of Bozeat Parish Council held on 18th December 2023.

 

  1. Matters arising from the previous meeting/s: –
  2. Circulating documents – to note the progress of any packs that are circulating.
  3. Training – to agree any training courses requested by members of the council and receive reports on any attended.
  4. Village Risk Assessments – to note that a full review has been completed.
  5. List of council achievements – to note that this is ongoing.
  6. Doctor’s surgery – to consider what further action can be taken.
  7. Santa Pod questionnaires and contact forms – survey results.
  8. IT and Website – to report any issues with the new site.

  7. St Mary’s Road – to consider the purchase of a wildlife camera, costing around £80 in order to identify those allowing their dogs to foul this area.
  8. Verge mowing – to note any issues and/or revisions to the mowing map/schedule.
  9. Easton Lane – to consider maintaining the wide verge between Easton House and York Cottage to benefit nature.
  10. Village Green – to consider providing wildflower signs to protect areas.

PRESENT: – Cllrs Skittrall [Chairman]; Cooke; Duckles; Foward; Morris; Pollard; Pritchard and Steel.

 

PUBLIC: – One member of the public was present at the meeting.

 

MATTERS RAISED BY THE PUBLIC: –

  • Parking issues in Church Walk have been resolved.

 

The council observed a minute’s silence in memory of Robert Welch, a former member of Bozeat Parish Council and Chairman of the Bozeat Branch of the Royal British Legion who died recently.

 

It was resolved to accept apologies for absence received from Cllrs Brown; Docker and Gibbins, Cllr Cooke reported that he would need to leave the meeting at 8pm.

 

  1. Declarations of interest.

No new declarations of interest were reported.

 

The minutes from the meeting of Bozeat Parish Council held on 18th December 2023 were proposed as correct by Cllr Skittrall, this was seconded by Cllr Foward and a vote was taken = 7 for with 1 abstention, motion carried.

 

  1. Matters arising: –
  2. Circulating documents – reported that all circulating packs have been returned.
  3. Training – no courses requested; a list of courses available through NorthantsCALC had been circulated to all members.
  4. Village Risk Assessments – it was noted that a full review has been completed and recommended amendments agreed, it was resolved to remove this item from the agenda. Thanks were recorded to Cllr Morris for his work on this review.
  5. List of council achievements – it was noted that this has been completed, it was resolved to consider where to publish the list on the website.
  6. Doctor’s surgery – the Chairman reported that a complaint can be raised at the local area partnership and he will investigate.
  • Santa Pod questionnaires and contact forms – no additional forms have been received since the last meeting. It was resolved to hold a discussion meeting after

  1. IT and Website – the Chairman to report issues raised by Cllr Docker to the web designer.

 

  1. Council services.
  2. Cemetery – general report. No report this month.
  3. Cemetery – to receive an update on any outstanding maintenance works [extension to Garden of Remembrance – noted that work has begun on this project; amendments to flower beds – reported that this has been completed, agreed to remove from the agenda].
  4. Cemetery – grass-cutting contract from 1st April 2024. It was resolved to defer this until the next meeting.
  5. Cemetery – to consider repairs to the surface of the access lane and providing additional access to the car park. It was resolved to defer this until the next meeting.
  6. Allotments – general report. Cllr Duckles reported that new boot scrapers have been installed and it was resolved to send a letter of thanks to the tenant who provided them.  The Clerk reported that 5 tenants have yet to pay their rents and reminders have been sent out.
  7. Allotments – to receive an update on maintenance works [replacement noticeboard; replacement gate post – reported that this has been completed although a replacement plan of the allotments is needed].

 

  1. Local environment.
  2. Highways – a report was received and the following updates noted – repairs have been completed on Allens Hill; work to provide requested double yellow lines will be done in the Spring; the project to install VDS signs still looks promising.
  3. Street Lights – no issues report.
  4. Parish Paths Warden/Rights of Way – noted that our request for speed restrictions on the A509 Bozeat Bypass to protect those crossing the road has been acknowledged. No further issues noted.
  • Village Warden. – no report received this month.
  1. BEES Group – no meeting this month. Cllr Duckles reported that the wildlife area at the junction of Allens Hill and Harrold Road has been cut back and raked.
  2. St Mary’s Road – purchase of a wildlife camera. Cllr Cooke proposed that the Chairman be given delegated powers to spend up to £100 on the purchase of a suitable camera.  This was agreed.
  3. Verge mowing – it was resolved to continue to take responsibility for verge mowing in the parish.
  4. Easton Lane – it was resolved to actively manage the wide area of verge between Easton House and York Cottage to benefit nature. Agreed to remove this item from the agenda.
  5. Village Green – signs to protect areas being managed for wildlife. Cllr Morris reported that he had contacted a local sign company and was waiting for a reply.

 

  1. Current/new planning applications – Cllr Skittrall proposed that his report [Appendix A] be accepted and this was seconded by Cllr Cooke and agreed. It was noted that work appears to have begun to clear the former Nene Milling site.  Cllrs Skittrall and

Steel are to attend an online briefing for a very large solar farm somewhere nearby.

 

  1. Representatives’ reports.
  2. Bozeat Playing Field Association – no report this month.
  3. Bozeat Primary School – Cllr Duckles reported that he had applied to join the governors as a community governor.
  4. Police Liaison – Cllr Steel reported that there is a virtual meeting tomorrow evening.
  5. Public transport – Cllr Pollard reported that roadworks at Wollaston have caused some delays. It was resolved to send a letter of thanks to the Clerk of Cogenhoe & Whiston Parish Council for organising a Village Hopper service over the Christmas period.
  6. NNC parish and ward meetings – no meetings held recently.

 

  1. Village Hall Working Party.

Cllr Cooke reported that the group will meet again shortly.

 

  1. Crimes – no crimes reported locally since the last meeting.

 

  1. Local events.
    1. 17-19th May 2024 – Annual Waendel Walk. St Mary’s Church will be a checkpoint on Saturday, 18th May and the parish council will again provide checkpoint marshals.
    2. May 2024 – potential event on the Village Green, possibly to include a Meet the Village event. Cllr Pritchard asked about a maypole event, and it was suggested that FOBS be contacted and asked if they would be interested in organising an event.
    3. 6th June 2024 – 80th anniversary of D-Day. The Chairman noted that this will be a nationally organised event with beacons being lit.  Bozeat Parish Council has historically taken part in beacon lightings on the Village Green.
    4. 14th July 2024 – Summer Fete at the Playing Field.
    5. August – Village Produce Show.

The Clerk noted receipt of information from North Northants Council about Event Safety notifications and will investigate what is involved.

 

  1. Emergency Plan Review.

The Clerk reported that she had received a new template from North Northants Council and will forward to the working party.

 

  1. April meeting.

It was resolved to move the meeting planned for 15th April to Monday, 22nd April.

 

  1. Payments – Cllr Skittrall proposed that a report [Appendix B] and the fund transfer and payments listed on it be approved, this was seconded by Cllr Foward and agreed.
  2. Insurance – review of the council’s insurance cover. Cllr Morris reported that he has reviewed the policies and viewed the hosting agreements for equipment owned by the council and hosted by the playing field.  A report will be provided at the next meeting.  Thanks were recorded to Cllr Morris for the work he has done on this.

It was noted that the next meeting of Bozeat Parish Council will be held on Monday, 19th February 2024.  The meeting will be held at TLC, Dychurch Lane, Bozeat and immediately follow Public Participation at 7pm.
