A MEETING OF BOZEAT PARISH COUNCIL WAS HELD ON MONDAY, 21stAUGUST 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pmAT TLC, DYCHURCH LANE, BOZEAT.

 

PRESENT: – Cllrs Skittrall [Chairman]; Brown; Docker; Duckles; Gibbins; Pollard; Pritchard and Steel.

 

PUBLIC: – No members of the public were present at the meeting.

 

It was resolved to accept apologies for absence received from Cllrs Cooke; Forward and Morris.

  1. Declarations of interest.

No new declarations of interest were noted.

 

The minutes from the meeting of Bozeat Parish Council held on 17thJuly2023 were proposed as correct by Cllr Pollard, this was seconded by Cllr Duckles and a vote was taken = 7 for with 1 abstention.

 

  1. Matters arising.
    1. Amendments to insurance cover – it was agreed to defer this until the next meeting.
    2. Circulating documents – the progress of circulating packs was noted.
    3. Training – noted that Cllr Steel is waiting for the next Off to a Flying Start course to be set up.
    4. Village Risk Assessments – review of templates/schedule – it was agreed to defer this until the next meeting.
    5. Skills audit – Cllr Brown to provide his list of skills.
    6. List of council achievements – noted that this is in hand.
    7. Doctor’s surgery – issues with access to services. It was resolved to send a follow-up letter, copying in Peter Bone MP as our questions to the surgery have not been addressed.
    8. NNC Consultation – PSPO Dog Control Orders – the Clerk reported that the consultation closed on 3rd August, she has emailed requesting the inclusion of St Mary’s Churchyard. Cllr Gibbins reported that Bozeat Playing Field Committee had agreed not to request the inclusion of the playing field on the order.  It was resolved to remove this item from the agenda.

 

  1. Council services.
    1. Cemetery – Cllr Docker provided a report, noting that the safety inspection of memorials has now been completed, she asked that thanks be recorded to the Clerk for her work and the Chairman for his help. She noted that some memorials have already been repaired.  Memorials should be inspected every 5 years.  She reported that cleaning the war memorial has again been deferred by the company and she is to obtain an alternative quote for the work.  Flower beds on section A have become untidy and need attention, the future of these is to be reconsidered with a view to moving the wildflowers to the green burial area and replanting with lower maintenance flowers such as roses.  Cllr Brown reported that he had submitted a proposed location for a sign to the War Graves Commission.

b.Cemetery – to receive an update on any outstanding maintenance works [extension

to Garden of Remembrance]. Cllr Docker reported that the cost of the extension is being investigated and advice sought.

  1. Allotments – Cllr Pollard provided a general report and Cllr Duckles suggested dividing plots to quarter-sized in order to encourage new tenants to take on a plot, who might have been discouraged by the work required to bring plots up to standard, this was agreed.
  2. Allotments – to receive an update on maintenance works [replacement noticeboard/replacement gate post/boot scrapers]. Scrapers – there was some discussion about the fixing, position and standard of the scrapers provided.

 

  1. Local environment.
    1. Highways – a report was read, as received. Work to resurface and restore line markings on the St Mary’s estate is currently underway.  Concern was raised about potential issues with the waste collection tomorrow as road closures in the area have been advised.  Correspondence relating to roadworks in Easton Lane was noted.
    2. Street lights – no issues were noted.
    3. Parish Paths Warden/Rights of Way – no issues have been reported.
    4. Village Warden – report read as received. Concern was raised over the lack of details in the report.
    5. BEES Group – no report or meeting this month.
    6. St Mary’s Road – wide verge – Cllr Brown has this in hand.
    7. Verge mowing – issues and/or revisions to the mowing map/schedule – the verge at the junction of Wyman Close and St Mary’s Road has not been cut recently, the bag of sand left on the verge was a result of work being done at a nearby house. The Clerk reported that she has received a request that the grass strip on the path between Mill Road and Easton Lane be added to the regular verge mowing schedule. It was noted that the land remains in private hands, it is not highways verge but it was agreed to put it back on the list.

 

Current/new planning applications – Cllr Skittrall proposed that his report [Appendix A] be accepted, this was seconded by Cllr Docker and agreed.  It was noted that the issue of a lack of response from North Northants Council was discussed at a recent ward meeting and it was resolved to contact the local representatives and ask them to chase up a response regarding the requested turning circle on the recent development in Hope Street.

 

  1. Representatives’ reports.
    1. Bozeat Playing Field Association – report read as received.  It was resolved that the Parish Council orders 5 new benches costing £529 each.
    2. Bozeat Primary School – Cllr Duckles noted that schools are currently closed for the summer break, a meeting with the Headteacher and a Governor is planned for the new term.
    3. Police Liaison – Cllr Steel reported that a handover from Cllr Gibbins has taken place, she has noted dates for future PLR meetings.
    4. Public transport – Cogenhoe & Whiston PC had sent a Village Hopper report, which was noted.
    5. NNC parish and ward meetings – Cllrs Foward and Skittrall had attended a meeting

on 19th July together with the Clerk, and Santa Pod traffic issues were discussed.

The Chairman reported that the ward councillors agreed to arrange a meeting including the Police and Highways to discuss the issues having noted that although the former JAG meetings provided an opportunity for local authority representatives to meet together with the Police to address local issues the PLR meetings will not provide the same service.  The minutes will be circulated when received.

  1. New village hall – Cllr Skittrall reported that there has been email correspondence relating to potential operating times for the new hall and it was noted that the required closing time because of the proximity of residential properties would make the hall less attractive for parties. Cllr Duckles felt that the hall appears to be set up as a sports facility father than a village hall – there is no stage, or small meeting room – and was concerned whether it would provide improved facilities for the village.  It was noted that the working party has yet to meet to investigate potential running costs and it was agreed to organise a meeting.

 

  1. Santa Pod traffic issues.

The revised design of the questionnaires was approved and it was agreed to distribute the contact forms at the same time as the questionnaires.

 

  1. Well-being Project.

Cllr Docker provided a report on this project which is being organised by NorthantsACRE.  The aim is to combat loneliness and isolation in rural areas by having a one-off event with the hopes that a new group would then be set-up.  The only cost to the Parish Council would be for the production and distribution of leaflets.  Concern was raised that fewer people are stepping forward to run activities in the village and it is the same, few people who run them.  After discussion, it was resolved to book a one-off project and assess the outcome.

 

  1. IT and Website.
    1. Website migration – it was resolved that the designer be contacted and asked to progress the website.
    2. Purchase of a mobile phone for council use – the Chairman reported that he has a suitable phone and it was resolved to buy a new sim card and get it set up for council use.

 

  1. Crimes – no local crimes notified since the last meeting.

 

  1. Local events.
    1. Annual Summer Fete – it was noted that the event was cancelled.
    2. 11th/12th November 2023 – Remembrance Day/Sunday – Cllr Pritchard proposed that up to £100 be spent on a poppy wreath and large poppies for the cemetery railings, this was agreed.
    3. 2nd December 2023 – Christmas Tree Lights– it was resolved to order a Christmas Tree from the usual suppliers for this year and to set up a working party to put the tree up, this to be an agenda item for the next meeting.
    4. 14th July 2024 – Summer Fete – a report was read as received. Cllr Docker reported that, in order to obtain the entertainers needed for this event, bookings need to be made now for next year.  It was resolved that the £400 budget set aside for this years’ summer fete be used to allow deposits to be paid for the proposed

entertainers and noted that the overall entertainment costs would be higher than were planned for this year.

  2. Payments – Cllr Gibbins proposed that a report [Appendix B] be accepted and the payments listed be approved, this was seconded by Cllr Brown and agreed.
  3. Audit of 2022-2023 accounts – the Clerk presented the External Auditor’s report and conclusion of the audit, which was noted and accepted.

 

It was resolved to acknowledge receipt of correspondence received since the last meeting.

  • It was resolved that the Clerk and Cllr Steel should represent the council at the AGM of Northants CALC.
  • It was noted that the Clerk and Cllr Gibbins had completed and submitted a Town and Parish Council survey for North Northants Council.
  • Cllr Brown had provided information about Town Well requested by an estate agent.
