A MEETING OF BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 17th APRIL 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm.  THIS MEETING WILL BE HELD AT TLC, DYCHURCH LANE, BOZEAT.

    1. 6/7th May 2023 – Coronation of HM King Charles III.
    2. 12-14th May 2023 – Waendel Walk – to note that St Mary’s Church will be a checkpoint on Saturday, 13th May and to organise a rota for card stamping duties.
    3. 6th June 2023 – 80th anniversary of D-Day – to consider taking part in the national Beacon event.
    4. 15th July 2023 – Annual Summer Fete – to receive a report from the working party.
    5. Christmas Tree – to agree a date to switch on the lights and whether or not to rent a tree and hold a public event.

 

  1. Casual Vacancy – to accept the resignation of Cllr Dudley-Smith and note the required procedure for a casual vacancy.

  2. Payments – to receive a report and to approve payments to be made this month.
  3. Bozeat Playing Field Association request for funding towards the cost of providing bench seating.
  4. Village Green CCTV and planters – to agree a budget for this project.

A MEETING OF BOZEAT PARISH COUNCIL WAS HELD ON MONDAY, 17th APRIL 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm.THIS MEETING WAS HELD AT TLC, DYCHURCH LANE, BOZEAT.

 

PRESENT: – Cllrs Skittrall [Chairman]; Brown; Duckles; Foward; Gibbins and Morris.

 

PUBLIC: – One member of the public was present at the meeting.

 

ISSUES RAISED BY THE PUBLIC: –

  • Parking and Santa Pod traffic.
  • Drivers disregarding the hatched area at the junction of Allens Hill and London Road.
  • Children cycling on the pavement.

 

It was resolved to accept for absence received from Cllrs Cooke; Docker; Pollard and Pritchard.

  1. Declarations of interest.

No new declarations of interest were received from members of the council.

 

  1. Minutes from the Annual Parish Meeting for Bozeat.

The minutes of the Annual Parish Meeting for Bozeat held on 20th March 2023 were proposed as correct by Cllr Duckles, this was seconded by Cllr Morris and a vote was taken = 4 for with 1 abstention, motion carried.

 

  1. Minutes from the last Parish Council meeting.

The minutes of the meeting of Bozeat Parish Council held on 20th March 2023 were proposed as correct by Cllr Morris, this was seconded by Cllr Gibbins and a vote was taken = 4 for with 1 abstention.

 

  1. Matters arising.
  • Revision of Policies/Guidelines etc – noted that this is pending.
  1. Amendments to insurance cover – Cllr Morris and the Clerk to meet and discuss.
  2. Circulating documents – noted that one pack is circulating.
  3. Website migration – work is almost complete, agreed to send the new logo to the web designer. The Clerk asked that the council considers the provision of a designated work mobile phone, and it was agreed to add this to the agenda for the next meeting.
  4. Training – to agree any training courses requested by members of the council and receive reports on any attended – none noted.
  5. Play area inspection – Cllr Gibbins reported that the broken chain has been replaced. A further inspection of equipment will be organised soon.
  6. Parish Council logo – it was noted that the new logo is now in use and agreed to remove this from the agenda.
  7. Village Risk Assessments – Cllr Morris reported that he had sought advice from an expert and will meet with the Clerk to discuss.
  8. Skate ramp – it was noted that the required repairs have been completed, and agreed to remove this item from the agenda.
  9. Skills audit – members were encouraged to provide this information.

been presented at the Annual Parish Meeting and the Clerk and Cllr Cooke are working on producing a full list.

  1. Doctor’s surgery – a letter received from Aspiro Healthcare had been received but did not address the major concerns of there being no doctor appointments in the Bozeat surgery. It was resolved that the Chairman should write a further letter.

 

The Clerk reported that she had acknowledged Cllr Dudley-Smith’s resignation and sent an email to the Electoral Officer at North Northants Council advising them that there is a casual vacancy.  It was resolved that the Clerk chase up the electoral officer and that the casual vacancy be advertised in the next issue of Bozeat Matters magazine.

 

  1. Council Services.
  2. Cemetery – it was noted that routine grass cutting has started. Cllr Brown is to respond to a request from the War Graves Commission to place signage on behalf of the Parish Council.
  3. Cemetery – applications for permission to place memorials/headstones in the cemetery.Two formal applications have been received and one request from a family.
  4. Cemetery – outstanding maintenance works [extension to Garden of Remembrance] – the Clerk to check that this work is being arranged.
  5. Cemetery – memorial inspections – it was noted that inspections will start again shortly.
  6. Allotments – general report –Cllr Brown asked that the council seriously look at the implication of allowing a private access gate into the allotments to remain, as the plot it connects to is not well looked after. It was resolved to ask the Allotments Manager to inspect the plot and send out the routine letter, if required.  A request for interested persons to volunteer as a STEM Ambassador was discussed and it was suggested that this be discussed with the school.
  7. Allotments – maintenance works [replacement noticeboard/replacement gate post/boot scrapers] – noted that the weather has affected these works.

 

  1. Local Environment.
  2. Highways – Cllr Foward’s monthly report was noted, with thanks. Potholes have been marked up in a number of areas and micro-asphalting works are due to be done in the next few months.  Agreed to include this in our regular Bozeat Matters report.  Cllr Morris reported concerns that the large green internet box at the junction of Easton Lane and London Road reduces visibility at the junction, Cllr Foward to look at this when he next meets with the Highways officer.
  3. Street Lights – it was noted that a light at the junction of Easton Lane and London Road is permanently lit.
  4. Parish Paths Warden/Rights of Way – Cllr Gibbins reported that a stile on TA2 has collapsed, he will email Cllr Pritchard.
  • Village Warden – the monthly report was noted.
  1. Village Green –parking and access – it was resolved to remove this item from the agenda.
  2. BEES Group – Cllr Morris reported that the group are meeting every two months. The signs requested to protect areas from routine mowing have been provided, thanks to the Clerk.  The wide verge area in Mile Street was suggested as a further

conservation area, this to be investigated.

  1. Litter bin outside the village shop – it was resolved to leave this item on the agenda for a further month.
  2. St Mary’s Road verge – the Clerk reported that she had received an acknowledgment for the letter sent after the last meeting.
  3. Verge mowing – Bozeat W.I. has requested permission to manage the area behind the two planters they care for at the junction of Easton Lane and London Road for wildlife. It was resolved that the Clerk checks the map of verges to confirm that this is highways land, owned by North Northants Council.  It was noted that the contractors don’t mow behind the planters.

 

  1. Current/new planning applications – Cllr Skittrall proposed that a report [Appendix A] be accepted, this was seconded by Cllr Forward and agreed. No further issues were raised relating to the application for the former Nene Milling site other than those that had been circulated and a response will now be sent, highways are not going to object on the basis of lack of parking but issues of odour remain unresolved.  A draft letter objecting to proposals to amend the consultation process for planning applications was agreed to be sent to North Northants Council.

 

  1. Representatives Reports.
  2. Bozeat Playing Field Association – Cllr Gibbins reported that no committee meetings have been held recently. A grant application has been submitted to the Football Foundation for funds to help with ground improvements.  A reduction in the number of white line reinstatements required during the season is being investigated.  The state of the car park remains an issue.
  3. Bozeat Primary School – due to the resignation of Cllr Dudley-Smith, a new school liaison representative is required, Cllr Duckles agreed to take this role. The Clerk to email the school and advise them of the change of representative.
  4. JAG and Police Liaison meetings – Cllr Gibbins reported that meetings are now being held using TEAMS on Tuesday evenings.
  5. Public transport – it was noted that the Village Hopper had no service for 24 hours due to breakdown.
  6. NNC parish and ward meetings – meetings are being held on request and it was agreed to ask for a meeting to discuss issues with Santa Pod traffic.

 

  1. Santa Pod traffic issues.

Cllr Morris noted receipt of an email from Santa Pod advising the meeting calendar for the next few months.  He noted that signs were put in place for a recent meeting, but these were an eyesore.  Marshalls have only been provided for one meeting last year.  Noise and other traffic issues raised by a member of the public relating to Santa Pod were discussed and it was resolved to contact the Police, Fire and Crime Commissioner with our concerns and raise them at the next Police Liaison Group meeting.

 

  1. Crimes – two crimes recorded in Irchester since the last meeting. Cllr Morris expressed concern that levels of local crime seems to be increasing.  A repeat of fly-tipping on the Golf Links has occurred, and it was resolved to write to North

Northants Council suggesting that the area is monitored since this is a regular hotspot for fly-tipping.

 

  1. Local Events.
    1. 6/7th May 2023 – Coronation of HM King Charles III – it was reported that Cllr Docker had offered to lead an event on the village green on Sunday, 7th Bozeat Playing Fields Association are to run a bar and barbecue and residents have been invited to join in with a family picnic, there will be no cost to the parish council.  Cllr Duckles reminded the council that they had agreed not to hold an event at the last meeting.  The Chairman reported that the decision was made because no member felt able to lead the event, the event is being held on land owned by the Parish Council and will be covered by the council’s insurance.  Cllr Duckles pointed out that decisions made by the council at a meeting should not be overturned.
    2. 12-14th May 2023 – Waendel Walk – the rota for card stamping duties was completed.
    3. 6th June 2024 – 80th anniversary of D-Day – it was noted that this anniversary is not until 2024 and agreed to remove it from the agenda.
    4. 15th July 2023 – Annual Summer Fete – it was reported that arrangements are underway for this event, a budget to be set ready for the next meeting.
    5. Christmas Tree – Cllr Morris reported that a date will be organised soon.

 

  1. Casual Vacancy – this item discussed earlier in the meeting.

  2. Payments – Cllr Skittrall proposed that a report [Appendix B] and the payments listed on it be approved, this was seconded by Cllr Foward and agreed.
  3. Bozeat Playing Field Association request for funding towards the cost of providing bench seating – noted that the cost of 3 benches would be around £3000. Agreed to defer this item until next month.
  4. Village Green CCTV and planters – the Chairman noted that grants are available for crime prevention projects. It was agreed to defer this item, pending a report on the reasons for providing CCTV.
  5. Summer Fete 2023 – it was resolved to defer this item until the next meeting.

The Clerk reported receipt of the annual audit documentation and noted that she had balanced the accounts and contacted the internal auditor to arrange for the detailed audit to be completed.  This to be an agenda item for the next meeting.

The Clerk reported receipt of the insurance renewal documentation and noted that the multi-year deal will end in 2024.

 

It was resolved to acknowledge receipt of correspondence received since the last meeting.

A request for a photograph of a Bozeat village resident killed in WW2 received from a researcher was noted.  Cllr Duckles offered to scan the photograph included in the For Crown and Country book produced by the Parish Council in 2009 as this book is not available electronically.
