THE ANNUAL FINANCE MEETING FOR BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 8th JANUARY 2024 AT BOZEAT TLC, DYCHURCH LANE, BOZEAT, NN29 7JP, AT 7pm. UNLESS OTHERWISE ADVISED.

  1. To consider accepting apologies for absence.

 

  1. To accept declarations of interest from members of Bozeat Parish Council for items included on the agenda.

 

  1. Employees.
  2. to review the following salaries [please refer to the report and summary of salaries].

(i) Clerk/Burial Registrar.

(ii) Allotments Manager.

  1. to note that all Parish Council employees are employed and that PAYE is operated.
  2. Pensions – to ensure that the requirements of the Pensions Regulator are fulfilled.

 

  1. Cemetery.
  2. to review the Cemetery fees [please refer to your Policies Manual – last revised September 2017].
  3. to review the Cemetery guidelines [please refer to your Policies Manual – last revised January 2021].

 

  1. Allotments.
  2. to review the rents for the year 1st January – 31st December 2025.

Rents for 2024 = £44 [full plot]; £22 [half plot]; £12 [quarter plot] with primary tenants over 65 paying £28 [full plot]; £14 [half plot]; £10 quarter plot. [please refer to your Policies Manual – last revised October 2023].

  1. to review the Allotment guidelines [please refer to your Policies Manual – last revised January 2020].

 

  1. To review insurance cover [please refer to the report].

  2. To consider including funds in the budget towards costs incurred by Bozeat Playing Field Association.
  3. To consider including funds in the budget towards the cost of repairing the cemetery approach lane and to create an additional entrance to the car park.
  4. To review all budgets and agree the precept for the financial year beginning 1st April 2024.

 

Tax base – the projected tax base is 760, which is slightly higher than last year.

PRESENT: – Cllrs Skittrall [Chairman]; Docker; Duckles; Gibbins; Pollard; Pritchard and Steel.

 

PUBLIC: – One member of the public was present at the meeting.

 

ISSUES RAISED BY THE PUBLIC: –

  • Parking in Church Walk.

 

It was resolved to accept apologies for absence received from Cllrs Brown; Cooke; Foward and Morris.

 

  1. Declarations of interest.

It was resolved to note the following declarations of interest: –

  • Allotment rents – Cllr Duckles declared a pecuniary interest.
  • Review of salaries – Cllr Steel declared a non-pecuniary interest.
  • Precept [Playing Field budget] – Cllr Gibbins declared a non-pecuniary interest.
  • Planters – Cllr Steel declared a pecuniary interest.
  • Village Hall – Cllrs Duckles and Gibbins declared non-pecuniary interests.

 

  1. Employees.
  2. review of salaries: –
  • Clerk/Burial Registrar – Cllr Skittrall proposed that a cost-of-living rise be implemented from 1st April 2024 and this was agreed.
  • Allotments Manager – Cllr Skittrall proposed that the salary of the Allotments Manager be increased to £375 from 1st April 2024 and this was agreed.
  1. It was noted that all Parish Council employees are employed and that PAYE is operated.
  2. Pensions – it was noted that the requirements of the Pensions Regulator are fulfilled.

 

  1. Cemetery.
  2. review of the Cemetery fees – Cllr Docker proposed that no changes be made to the fees and this was agreed.
  3. review of the Cemetery guidelines – Cllr Docker proposed that guideline 8 under General Provisions be amended to read “Loose chippings must be an approved colour”. Cllr Skittrall noted that the guidelines for the Green Burial Area need revising and the area will need marking out for meadow burials. It was agreed that the Cemetery Group should consider proposals and report back to full council.

 

  1. Allotments.
  2. review of allotment rents for the year 1st January – 31st December 2025. It was agreed that no change be made to the allotment rents.
  3. review of the Allotment guidelines. It was agreed that no changes be made to the current allotment guidelines.

  1. Review of insurance cover.

          It was noted that Cllr Morris is currently working on a full review of the council’s insurance cover.

 

  1. Review of policies.

It was agreed to amend the wording of the Website Policy to replace references to Wellingborough Borough and Northants County Councils with North Northants Council.

It was agreed to amend the wording of the Planning Policy to replace the reference to Wellingborough Borough Council with North Northants Council.

 

  1. Review of risk assessments.

It was agreed to accept all recommendations for amendments.

 

  1. Review of Terms of Reference.

No changes to the current terms of reference were made.

 

  1. Review of additional Standing Orders.

It was agreed to amend the wording of item 20 to remove “will not acknowledge receipt”.  It was further resolved to seek advice on whistleblowing legislation.

 

  1. Review of the Parish Plan Action Plan.

It was agreed to add the provision of VDS equipment under Highways and note the migration of the council’s website to an accessible site under Business/Economy.

 

  1. Review of the Parish Council Community Project List.

It was noted that this document was a requirement of Wellingborough Borough Council and there was some discussion over whether it was still necessary due to the change to unitary authority.  Cllr Skittrall reported that there is a value to creating a list for S106 funding and it was agreed that a new list be created.

 

  1. Review of GDPR.

No amendments to documents were considered necessary and the Clerk reported no data breaches.  Cllr Duckles asked about councillors holding data and it was agreed that using the official council email addresses provided and redacting any personal information when forwarding or copying emails should protect members and the public.

 

  1. Review of the Emergency Plan.

The Clerk reported that a small working party will begin a full review of the Emergency Plan soon.

 

  1. Review of internal controls for audit purposes.

          Existing internal controls were outlined and discussed and it was agreed that robust procedures are already in place, so no changes are required.

 

  1. Review of the Training Policy.

It was noted that a budget is set aside for training courses and members are encouraged to attend any which interest them.

 

  1. Precept for the year 1st April 2024 – 31st March 2025.
  2. funds were allocated in the budget to continue to provide support towards the costs of

Bozeat Playing Field Association.

  1. it was agreed to consider using funds set aside in the budget for the cemetery extension towards the cost of repairing the cemetery approach lane and creating an additional entrance to the car park. An option to install electricity into the Lodge for lighting/CCTV will also be investigated by the Cemetery Group.
  2. Review of all budgets and to agree the precept for the financial year beginning 1st April 2024. It was resolved to add a new budget – Village Hall set up costs. Cllr Skittrall proposed that a precept of £37905 be requested from North Northants Council for the financial year beginning 1st April 2024.  This was seconded by Cllr Pritchard and agreed.

 

There being no further business, the meeting was declared closed.
