A MEETING OF BOZEAT PARISH COUNCIL WILL BE HELD ON MONDAY, 18th SEPTEMBER 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm. 

THIS MEETING WILL BE HELD AT TLC, DYCHURCH LANE, BOZEAT.

  1. To approve the minutes from the meeting of Bozeat Parish Council held on 21st August 2023.

 

  1. Matters arising from the previous meeting/s: –

  • Circulating documents – to note the progress of any packs that are circulating.
  • Training – to agree any training courses requested by members of the council and receive reports on any attended.

    • 2nd December 2023 – Christmas Tree Lights– to identify a working party to put up and decorate the tree and then remove it after Christmas.
    • 14th July 2024 – Summer Fete.

A MEETING OF BOZEAT PARISH COUNCIL WAS HELD ON MONDAY, 18th SEPTEMBER 2023, FOLLOWING PUBLIC PARTICIPATION AT 7pm AT TLC, DYCHURCH LANE, BOZEAT.

 

PRESENT: – Cllrs Cooke [Chairman]; Duckles; Foward; Morris; Pollard; Pritchard and Steel.

 

PUBLIC: – No members of the public were present at the meeting.

 

The death of Fred Dilley, a former member and Chairman of Bozeat Parish Council was noted, with sadness, and it was agreed to send a letter of condolence to his family.

 

It was resolved to accept apologies for absence received from Cllrs Brown; Docker; Gibbins and Skittrall.

  1. Declarations of interest.

No new declarations of interest were received.

 

The minutes of the meeting of Bozeat Parish Council held on 21st August 2023 were proposed as correct by Cllr Steel, seconded by Cllr Pollard and a vote was taken = 4 for with 3 abstentions, motion carried.

 

  1. Matters arising.
  2. Amendments to insurance cover – Cllr Morris reported that this is progressing.
  3. Circulating documents – it was noted that all packs have now been returned.
  4. Training – Cllr Steel reported that she had attended an Off To A Flying Start course recently and found it very useful.
  5. Village Risk Assessments – review of templates/schedule – Cllr Morris reported that this is in hand.
  6. Skills audit – the Clerk reported that the list is now complete and a copy has been sent to all members. Any additions or amendments can be made to the list over time.
  7. List of council achievements – the Clerk reported that she had done quite a lot of research into the dates of items on the list and this project is almost complete. New achievements will be presented at the Annual Parish Meeting each year and added to the list which will be displayed on our website.
  8. Doctor’s surgery – the Clerk reported that a letter has been prepared and is with the Chairman for signature.
  9. Santa Pod questionnaires and contact forms – the Clerk reported that she will get these printed and organise the distribution.
  10. Well-being project – resolved to defer this item.

  2. Cemetery – general report – no report received, the Clerk reported that she had obtained a replacement key for the bollard.
  3. Cemetery – to receive an update on any outstanding maintenance works [extension to Garden of Remembrance; cleaning of war memorial] – pending.

  5. Cemetery – open grave policy/procedure – pending.
  6. Allotments – general report – Cllr Pollard presented a report, and it was noted that the first request to reduce a half plot to quarter-sized has been received and activated by the Manager.
  7. Allotments – to receive an update on maintenance works [replacement noticeboard; replacement gate post] – pending.

  1. Allotments – to note that the annual meeting of tenants will be held on Saturday,18th November from 11am.

 

  1. Local environment.
  2. Highways – Cllr Foward presented his report and noted that the crocodile teeth have now been installed. He also reported that all three of the North Northants Councillors are on board with the VDS screen project.  Cllr Foward reported that routine gully cleansing will no longer be carried out and blocked gullies should be reported using Street Doctor.  A residents’ request for speed monitoring on London Road was discussed.  Cllr Forward agreed to liaise with Podington PC in efforts to reduce the number of accidents at the junction of Harrold Road and Dungee Corner.
  3. Street Lights – no issues noted.
  4. Parish Paths Warden/Rights of Way – no issues noted.
  5. Village Warden – no report this month.
  6. BEES Group – Cllr Morris reported that the group met last week and wildflower areas are doing well. Cllr Cooke asked if local residents were consulted when areas were selected, Cllr Morris reported that areas were advertised in Bozeat Matters.  Cllr Cooke asked who owned the wide area of verge on Easton Lane in between Easton House and York Cottage, as part of it is not being routinely mowed but could be better managed.  The Clerk noted that the road was moved when the A509 bypass and Easton Lane bridge were built so the area may well still be highways verge.  It was agreed that this be an agenda item for the next meeting.  Cllr Cooke suggested that better quality signs be provided for the wildflower areas on the Village Green, this also to be an agenda item for the next meeting.  The Clerk reported that Bozeat W.I. are to replace a tree on the Village Green that has died.
  7. St Mary’s Road – wide verge – the Clerk reported that she had emailed North Northants Council several months ago asking them to manage the area and had no response, resolved to contact them again. Further agreed to check the Street Doctor report for updates on the request for the trees to be trimmed.
  8. Verge mowing – no issues were reported.

 

  1. Current/new planning applications – Cllr Pritchard proposed that a report [Appendix A], be accepted, this was seconded by Cllr Duckles and agreed.

It was noted that a property in the High Street seems to be running a business.

 

  1. Representatives’ reports.
  2. Bozeat Playing Field Association – it was noted that the benches have been ordered.
  3. Bozeat Primary School – Cllr Duckles reported that he has requested a meeting with the Headteacher and a governor.
  4. Police Liaison – Cllr Steel reported that she had attended a recent PLR meeting and additional officers are to be provided for rural areas.
  5. Public transport – a revised Village Hopper timetable is now in operation.
  6. NNC parish and ward meetings – none held recently.
  7. NorthantsCALC AGM – 7th October – the Clerk reported that she had cancelled the places for Cllr Steel and herself as they are no longer able to attend. It was resolved to ask Cllr Skittrall if he is able to attend.

 

  1. Village Hall working party.

As the group have yet to meet, it was resolved to defer this item.

  1. Skate ramp.

The Clerk reported that, for health and safety reasons, she had been asked to tape off the ramp due to damage to one of the top platforms.  The ramp constructor had inspected the damage and provided a quote of £1800 + VAT to remove the end panel, replace and reinforce the platform and carry out other minor repairs whilst on site.  It was noted that the platforms on both ends of the ramp are the originals from when it was built 8 years ago.  The repairs had been completed and an invoice received.  Cllr Cooke proposed that the urgent repairs and cost of £1800 + VAT be approved, this was seconded by Cllr Duckles and agreed.  It was further agreed to transfer funds from the Cemetery Extension budget to the Recreation/Leisure Equipment budget to cover this expense.

 

  1. IT and Website.
    1. Website migration – it was resolved to contact the web designer to find out why the new website is not yet up and running.
    2. Purchase of a mobile phone for council use – the Clerk reported that the Chairman had donated a mobile phone and had purchased a new sim card for it. There have been issues with setting it up and he is working on this.

 

  1. Crimes – no local crimes had been reported since the last meeting, however it was noted that the petrol station at the Warrington roundabout had suffered a burglary where substantial damage had been done to the premises. Noted that this is in Buckinghamshire so does not feature on the crime figures submitted.

 

  1. Local events.
    1. 11th/12th November 2023 – Remembrance Day/Sunday – it was agreed to buy the required number of poppy wreaths and some large poppies for the cemetery railings.
    2. 2nd December 2023 – Christmas Tree Lights – it was resolved that Cllrs Cooke; Duckles; Gibbins and Morris form a working party to set up and remove the Christmas tree. Other contacts will be asked to help out on the day.  It was noted that the tree has been ordered and is usually set up a week before the event to give the branches time to settle before the lights are fitted.
    3. 14th July 2024 – Summer Fete – it was noted that arrangements for this event are underway.
    4. Cllr Cooke suggested that an event be organised to make use of the Village Green, possibly in May. Cllr Duckles to speak to the school as they were interested in exploring using the maypole.  Another suggestion may be to hold a Meet The Village event.

  2. Payments – Cllr Duckles proposed that a report [Appendix B] and the payments listed on it be approved, this was seconded by Cllr Pritchard and agreed.
  3. Bank card for council use – resolved to defer this item.

 

It was resolved to acknowledge receipt of correspondence received since the last meeting.
